Celso Guitian joined Julianne at UMBC in 2009, focusing on campus planning, concept development, scope development and facility programming. He manages classroom renewals, promotes bicycling and sustainable commuting, and facilitates accessibility throughout the campus. Celso is a graduate of the University of Maryland School of Architecture and City College in New York. Besides Baltimore, Celso has lived and worked in Seattle, New York City and Chile.

John Hammond, Washington State U, M/Arch University of Idaho, serves as Senior Project Manager/University Architect at Bowie State University. He has 36 years of upper level facilities management, programming, and master planning experience with George Mason University, UC-San Diego, Old Dominion University, Science Museum of Virginia, and BSU. A recipient of several awards, including: Certificate of Excellence (Governor of Virginia, 2000); Fellow, Fulbright Scholar for Technology in Higher Education, 1984; Fellow, Economic Development Institute, World Bank Group for Urban Growth, 1979, he is a leader in his community, believing we can build a sustainable society through grass-roots organization.
Bruce A. Manger

As project manager and principal, Bruce Manger, AIA, LEED AP BD&C, has brought together 35 years of college and university planning and design experience in his work with CSD and Hord Coplan Macht, architects. Since 1990, he has directed the development of more than 40 campus plans and numerous design projects throughout the Mid-Atlantic. Clients include Bowie State University, La Salle University, Penn State University, University of Maryland University College, Salisbury University, Chesapeake College, and the Community College of Baltimore County. Mr. Manger has been a speaker at workshops and conferences on the subjects of historic buildings in Baltimore, campus master planning, strategic facilities planning, Oxford and Cambridge Universities, the architecture of Las Vegas, library design, and building forensics. His Vision Integrated Planning white paper was published in the January-March 2015 Planning for Higher Education journal.

Over the last thirty years, Julianne has been engaged in the planning, programming, design, construction, and outfitting of capital and non-capital facility projects at two major universities in Maryland. In her current role as Director of Planning at UMBC, Julianne leads a team of talented and dedicated professionals responsible for all facets of campus planning, including: facilities planning and programming; space planning and management; master planning; site analysis; project feasibility; cost estimating; condition assessment; capacity analysis; climate change and sustainability; physical asset inventory and mapping; and geographic information system development. Julianne develops UMBC’s capital budget requests, supports senior leadership at legislative hearings, and represents the campus on capital budget and planning issues with the University System of Maryland and state agencies.
