Sustaining Institutional Performance in the Midst of Turmoil: the Role of Community-Based Planning

One of the centrifugal forces that can affect a campus is conflict between a president and the faculty over governance and collective bargaining. It is generally assumed that when such conflicts cannot be controlled or contained, institutional performance will decline. This case study illustrates how institutional performance can be sustained even in the face of intense internal conflict. Since the case in question involves a community college, community-based planning played a critical role.
